[Time sensitive] Need suggestions for custom site - Joomla! Forum - community, help and support

hi guys,
i what's been going on joomla!, allows me setup sites easily.  trying make custom site client, , can't seem way want it.  not know php, trying stay within cms realm.  if let me know if want outside of joomla can provide, please let me know.  if have suggestions cms' can provide want addons, etc, appreciate or suggestions.

*i have performs make custom forms, seems cannot data put forms displayed outside of admin area.  need functionality.  if user able upload file, file available download.  (this has separate download section below)  people added information site edited the users submitted them.  basically, user filled in , updated (but not deleted) forms.  content users able put in these forms need able rated other users, downloads (see below).  how can information searchable via normal joomla search?  (aka indexed?)  via sort of mambot?
*downloads section ratings.  i have docman downloads, ratings system not there.  how got adding it?
*how can restrict registered users have access these sections or rating files?

i started thinking how implement this, , seems along lines of submit news/content, need in special form, form checkboxes, able upload files, if needed, etc.  figured easiest way of thinking because articles can rated, far know.

this time sensitive issue, , appreciate timely response.

Sketch upload fails with Java error (___REMOVE___/bin/avrdude)!

Arduino Uno + KTY81/210 temperature sensor

hi, sorry, new , unsure lot of things, need clarification. haven't found information explains how , why things work, "do this, that" i following guide ( arduino-thermistor-temperature-sensor-tutorial ) connect thermistor arduino uno. here temperature sensor information: temp. sensor 2000r +-1% to92 part.no.:   kty81-210 name:   temp. sensor 2000r +-1% to92 description:   2.5mm, 1980...2020ohm, -55...+150°c and here sensor's data-sheet: sensor data-sheet i have connected same way in guide. works , values being serial printed. what don't understand: 1. thermistor's , resistor's ohm value should equal, correct? in case 2000 ohm? 2. thermistor has ptc, i'm guessing have invert math or use ntc thermistor instead correct values?
