how change settings utf-8 (language, database, specific hacks), including forcing display utf8 in globals.php ? (on joomla 1.0.13 stable). meaning convert the existing website. mysql connection collation set in utf8_general_ci .

the question how convert utf-8 joomla 1.0.13 stable pack new installation?
