Single Latch relay without H bridge?

hi guys,

i wondering how go setting (provided below) single latch relay.

it 3v relay , single latching.

i have read in places can use h bridge or latch or de latch type of relay, hard find tutorial exact part.

i had few questions:

1. need buy part latch , unlatch relay, or possible create circuit same.

2. micro controller easier use project. have wemdos d1 output 3.3v logic (i think) , whole bunch of arduinos output 5v. thought use wemdos, not have convert logic. although have 1 logic level converter dont know how use.

3. work h bridge altch , unlach relay? h bridge??
