Using a Uno as a multi use controller

hi,
new guy here. i've built several analog projects first foray digital , may not on right track. here little project , need do:
this controller turning target system @ gun club. control solenoid, via relay, in turn activates 1.5"x 10" double acting pneumatic cylinder turns 14 target holders through 90 degree arc ("turn" , "face") of mechanicals in place. in semblance of order here things need happen:
an rfid card reader 125 kh cards. (this target system going available of our members there fee , orientation use hence card reader. these type of cards our members have access club if have carry 1 card access.) there 1 $5 on ebay looks job open suggestion best unit use.
outputs control main power relay send 120vac rest of system (turns on compressor , closes air supply drain valve, turns on p/a system) , turns on 24vdc power supply power cylinder control solenoid.
in no particular order here's controller do:
a push button "edge" , "face" targets.
timer 10, 20, , 60 seconds plus sequence of targets "facing" 5 times 2 seconds each time @ random intervals on 30 seconds. last great have others mandatory , easier program.
voice. have timer our indoor range bought "target timers" in canada , after made few mods work pneumatic turner built works great.
one of best features voice file takes on after range master has given command load. @ point r/m pushes start button , voice gives final 3 commands @ 3 second intervals targets face correct time. (i using of these application there delay in control solenoid switching makes me think in order target faced 10 seconds timer have set little longer.) have more of commands if possible giving commands 45 times in day gets old.
so, there shield handle goodly number of sound files ?
occasionally indoor timer loses way , stops working has "reset" button press clear , start over. have no idea digital goodies make timer make me wonder if similar reset button needed on one.

not familiar gun clubs, reading spec sheet, make me wonder if trying re-invent wheel ?
would have thought similar devices around ? though expensive ?
going on specs , think using mega2560 give more i/os play limited uno.
expect find need more things displays etc.
think of requirements met, though each small proect on own, suggest work on basis / modular fashion rather trying build them @ once.
my biggest concern real world interface powered devices of can create lots of electrical nosie can upset arduino, happens other timer.
you need take lots of advice , precautions in programming ,board , wiring layout /shielding etc avoid such problems.
also consider not simple project , take months of hard work , money produce final working model, rather lashed breadboard prototype on work bench.
are doing or have others ?
